Scaleway: our review
Scaleway offers open-model APIs, billed by token consumed and hosted in a data center in Paris. Useful for a technical team that wants to plug in an AI model without letting its data leave European servers.
What we take away from it
What counts in its favor
- The models run in a data center in Paris, and the vendor states it never reads, collects or reuses prompt or response content to train its own models.
- More than twenty open models in the catalog (Mistral, Qwen, Llama, Gemma…), each with a published price per million tokens: no hidden tier, no quote to request.
- A free batch of one million tokens at sign-up lets you test several models before committing a budget.
What counts against it
- SecNumCloud qualification, the one the French state and sensitive sectors demand, is still "under evaluation" as of mid-2026: the vendor has not obtained it, despite announcing the process in late 2025. Only ISO 27001 and health-data hosting (HDS) certification are secured so far.
- No interface: it's a raw API. Without a developer on the team, there's nothing you can do with it.
- Token-based billing shows no documented cap: a poorly bounded integration (a loop, an overly long prompt) can drive up the bill with no known automatic alert.
A solid choice for a technical team that wants an open model hosted in France, provided it can still wait for SecNumCloud certification for uses that formally require it.

Scaleway in detail
Scaleway hosts APIs for open language models — Mistral, Qwen, Llama, Gemma and about twenty others — billed by the token consumed. It's a French cloud provider, a subsidiary of the Iliad group, which builds its AI offering on its own network of data centres rather than on infrastructure rented from an American giant.
What you can plug into it
An application that needs a language model — a conversational agent, a summarising tool, an internal search engine — calls the Scaleway API the way it would call another provider's: the same request logic, a choice of model. The bill follows actual usage, per million tokens read and written, rather than a fixed subscription. A batch of one million tokens is offered on sign-up, enough to compare several models before committing a budget. Beyond text, the catalogue covers vision (reading an image), embeddings (indexing documents) and audio transcription.
Sovereignty: what's proven, what's promised
This is Scaleway's central argument, and it's worth splitting in two. What's established: the models run in a data centre located in Paris — the publisher notes this "may change in the future" — and Scaleway states it does not read, collect or reuse the content of prompts and responses generated by the APIs. What remains in progress: the SecNumCloud qualification, the one the State and operators of vital importance require, has not been granted to date. Scaleway launched its application in late 2025 and presented it as an end-of-year goal; by mid-2026, the publisher still describes it as "under evaluation." The ISO 27001 and HDS (health data hosting) certifications, on the other hand, are secured. The nuance matters: hosting in France is not the same as a SecNumCloud qualification, and confusing the two exposes an SME to recommending a service it cannot yet use for certain public contracts.
Where it falls short
Three reservations before committing. First, there's no interface: Scaleway sells an API, not a finished product. Without a developer to integrate it, the tool is useless. Second, the SecNumCloud certification is still missing, which rules Scaleway out of specifications that formally require it today. Finally, per-token billing shows no documented cap: a badly written loop or an overly long prompt can run up the bill with no known automatic alert — a point to watch from the first tests, as with any API of this kind.
Our recommendation
If you have a technical team and want an open model hosted in France, Scaleway is a sound choice, notably for building an in-house AI agent. If your constraint is an immediate SecNumCloud certification, wait for the qualification to complete or turn to a host already certified. And if you're looking for a ready-to-use product rather than a technical building block, this isn't the right tool: our automation services suit that need better.
Who it's for, and who it isn't
Suited for
- A development team building an application that wants to choose its own language model, with the guarantee that data stays in France
- An SMB that already has technical staff and prefers per-token cost to a fixed subscription
Not a fit
- An organization without a developer: Scaleway provides neither a chat nor an interface, only an API to integrate
- A public body or operator of vital importance that needs, right now, a host formally qualified SecNumCloud
Frequently asked questions
- Do you need to know how to code to use Scaleway Generative APIs?
- Yes. Scaleway provides no chat interface and no no-code option: it's an API to call from your own code. Without a developer, the tool remains unusable in practice.
- Does my data leave Europe if I use Scaleway?
- Not according to the vendor: the models run in a data center located in Paris, and Scaleway states it does not read or reuse prompt or response content to train its models. No SecNumCloud certification has been granted yet, however.
- Is Scaleway SecNumCloud certified?
- Not yet. Scaleway started its qualification process in late 2025 and describes it, as of mid-2026, as "under evaluation". The vendor already holds the ISO 27001 and HDS (health-data hosting) certifications, however.
- How much does a million tokens cost on Scaleway?
- It depends on the model chosen: a lightweight model like Mistral Small charges about €0.15 per million input tokens and €0.35 for output, while a heavier model like Mistral Medium rises to €1.50 and €7.50. A batch of one million tokens is offered at sign-up.
- What's the difference with OVHcloud AI Endpoints?
- Both bill per token and host in France. OVHcloud shows a slightly wider catalog and an explicit zero-retention policy; Scaleway emphasizes its transparency on not training on your data and a SecNumCloud process already under way. Compare the available models before choosing: the catalogs don't fully overlap.
