Delibia: our review
Delibia is an AI platform built for French local government bodies. It gives staff a search engine over public decisions, drafting and analysis assistants, and customizable chatbots fed by each department's own documentation.
What we take away from it
What counts in its favor
- Hosting is exclusively European (OVHcloud), with a Mistral AI model under Zero Data Retention: residents' data is neither stored in the United States nor reused to train a model.
- Built by former local government staff with the backing of pioneering local authorities: the assistants and search engine speak the language of public administration, not that of a general-purpose AI.
- More than 40 ready-to-use professional assistants covering drafting, legal analysis, benchmarking, and case law, plus the option to build custom ones.
What counts against it
- Pricing for the paid plan isn't published: beyond the free offer for towns under 3,500 residents, everything goes through a quote, which makes comparison harder.
- The tool is built for local government bodies and their internal processes: a small business or a self-employed professional won't find it useful, since the document base and assistants are indexed on public law.
- Input data (AI prompts) and unsaved generated content are kept for 30 days, which may be too short for a department that wants to audit older usage.
The logical choice for a local government body that wants to move to AI without giving up data sovereignty. Rule it out for any other type of organization: the product is indexed on public administration and doesn't serve outside it.

Delibia in detail
Delibia is an artificial intelligence platform specialized in the work of public administration. Published by the Le Havre-based company Solyne SAS, it was designed by former local government staff with the backing of pioneering local authorities in Normandy. Today, more than 3,800 local government bodies use it, from rural towns to metropolitan areas, including departmental and regional councils.
What it actually does
The platform is built around three components. A search engine indexes public law, administrative case law, and public decisions (council resolutions, orders, appendices, public contracts) from thousands of local government bodies. A library of 40 ready-to-use AI assistants covers drafting official acts, analyzing public policy, benchmarking between local authorities, and case-law research. Lastly, each department can create document spaces by uploading its own documents (notes, regulations, minutes) and querying them through a dedicated chatbot whose access rights can be finely configured.
In practice, a staff member preparing a resolution on public-service pricing can ask Delibia what other similarly sized local authorities have done, get the applicable legal grounds, and generate a sourced draft resolution.
Why it interests us
Delibia checks the three boxes that matter to a French public buyer.
Data sovereignty. Servers are located exclusively in the European Union, at OVHcloud. The underlying AI engine is provided by Mistral AI, a French vendor, under a Zero Data Retention clause: data is deleted immediately after processing and is never used to train models. The vendor publishes the full list of its subprocessors, and an external DPO is registered with the CNIL.
Business specialization. This isn't a ChatGPT you invite to talk about public administration: the assistants and the document base are indexed on public law, local government decisions, and public-administration processes. An answer cites its sources in verifiable documents, which changes everything for a legal department or a general secretariat.
Support. Delibia has already trained more than 10,000 local government staff and offers an initial and advanced training program, ideation workshops, and statistical monitoring of adoption by department.
Where it falls short
The first pitfall is a lack of pricing transparency. While the free offer for towns under 3,500 residents is clear and welcome, the paid Essentiel plan — the one most local authorities will have to subscribe to — shows no public price. Everything goes through a quote, which complicates comparison and lengthens the purchase cycle in a sector where public procurement procedures already impose delays.
Retention of input data also deserves attention: unsaved AI prompts are erased after 30 days. For a department that would want to audit tool usage six months later, that's too short. Prompts linked to a negative rating are kept for 12 months, which is more reasonable but only covers flagged cases.
Lastly, the product is designed for local government bodies, and only for them. The document base, the assistants, and the answer formats are indexed on public law. An association, an SMB, or a self-employed professional wouldn't find it useful.
Our recommendation
If you're a local government body and data sovereignty is a blocking criterion, Delibia is the most accomplished choice on the French market. Free access for small towns also makes it a risk-free entry point to test AI within your departments.
If you need a comparable tool but your organization isn't a local government body, this fact sheet isn't for you: contact us to explore alternatives suited to your sector.
Who it's for, and who it isn't
Suited for
- Local government body of any size: town, inter-municipal group, department, region, or joint syndicate
- Legal department, public procurement, general secretariat, or general management handling a large volume of administrative documents
- IT or security director in local government concerned with GDPR compliance and sovereign hosting
Not a fit
- Small business, self-employed professional, or association: the document base and assistants specialize in public law and administrative decisions
- Department that expects public pricing to compare options before calling
- Local government body that would want to connect the tool to a model other than Mistral AI without subscribing to the Custom plan
Frequently asked questions
- Where is residents' data hosted?
- Exclusively on servers located in the European Union, at OVHcloud. Delibia commits to this in its privacy policy and publishes the full list of its subprocessors.
- Do the documents I upload to Delibia train the AI?
- No. Delibia uses Mistral AI models under Zero Data Retention: the data is deleted immediately after processing and is never reused for training. Solyne SAS, the publisher, acts as a processor under the GDPR and forbids itself from reusing the data for its own purposes.
- How much does Delibia cost for a town under 3,500 residents?
- Nothing. Delibia offers a free license to every town with fewer than 3,500 residents. The paid Essentiel plan, with unlimited licenses, is quoted to fit the size of the local government body. A Custom plan is offered to larger organizations, with SSO, tailored integrations, and an anonymization module.
- What's the difference with a general-purpose AI like ChatGPT?
- Delibia isn't a general-purpose chatbot: its search engine indexes public law, administrative case law, and public decisions from thousands of local government bodies. Every answer cites its sources in verifiable documents. The tool knows the language and processes of public administration, which a general-purpose model doesn't without a carefully crafted prompt.
- Can we integrate our own internal documents?
- Yes. Each department can create document spaces and upload its notes, minutes, regulations, or projects. A dedicated chatbot then answers based on this internal corpus, with access rights configurable by document and by team.
